Forgive my translations if they are way off the mark. I did the best I could with out knowing anything about Japanese ^^;

History:
The Ryokugan is a dojutsu kekkei genkai of the Kengen clan. It is one of the Great Dojutsu (Great Eye Techniques) along with the Byakugan, Rinnegan, and Sharingan. Those who inherit the blood of this clan, can be born with the Ryokugan. The Ryokugan is recessive and only appears in few of the actual clan members. In the past, trying to improve their chances of having their children born with a Ryokugan, have usually married partners that also possess the Dojutsu. Customarily, the clan chooses partners from other clans, which has add some unique features over the years. Like the Byakugan, the members fortunate enough to have the Ryokugan, possess and can use (to an extent) from birth. Like the Rinnegan, this Dojutsu is always active when the user is conscious. In addition, like the sharingan, the abilities become activated after stages of mastery. However, unlike the other dojutsu, there has not been a successful transfer of the Ryokugan on official record. Many medical scientists attribute this to the specifics needed in the genetic coding for the dojutsu to work properly. Some theorize it may be possible, but have yet to prove a viable hypothesis or find a willing participant. The Ryokugan user out of the total population of clan members seems to be a stable 10%. Based off of historical data, there are seldom occurring patterns where the percentage is higher, up to a staggering 25%. Another finding through extensive research is that most Ryokugan users have a much larger amount of chakra at their disposal.

Abilities:
The Ryokugan has several abilities most of which are passive automatic changes that take place within the physiology of the user. First, it affects brain functionality, rapidly increasing the learning curve and process speed of information. Secondly, it enhances the normal abilities and senses of the user. The last is partially to blame on the odd genetic sequence that has evolved the Ryokugan over the years, the ability to learn new nature transformations. It takes several years to develop these talents normally, and longer to perfect them, it is an beautiful gift to those who use it properly.

Why Blue?
Aside from it is my favorite color and my actual eye color, I have dug up some interesting facts/theories about the color and its symbolic nature:
:bulletblue: Conversely blue, a very popular color can represent happiness and optimism as days with clearer, blue skies tend to be considered times where these emotions are more easily expressed. Many artistic contributions have been made referencing clear days with blue skies as part of the happiness or as a symbolism of the happiness the artist felt. If this were untrue there would obviously be more complaints about days with clear blue skies. [2]
:bulletblue: Blue is commonly used in the Western hemisphere to symbolize the male gender in contrast to pink used for females. [3]
:bulletblue: The hues in the blue range have been shown to have the highest preference amongst people. [4]
:bulletblue: There is evidence that suggests that people tend to prefer certain colors depending on the ambient temperature. People who are cold prefer warm colors like red and yellow while people who are hot prefer cool colors like blue and green. [5]
:bulletblue: Other meanings attributed to the color blue: Peace, tranquility, calm, stability, harmony, unity, trust, truth, confidence, conservatism, security, cleanliness, order, loyalty, sky, water, cold, technology, depression, appetite suppressant. [6]

I am seeing 4's
I have been working out the specifics and have found a major theme and I hope it will all make sense when I tie it all together. I wanted this doujutsu to be represented symbolically of both its color and number to help myself better adapt it abilities to a more themed approach. To me, this one represents the number four.

Number four is the number of stability, order and completion of justice. Number four is the number of the earth and mankind. [7]
